Scanning Downtown Washington, PA

Downtown's commercial core became the Washington Commercial Historic District when it was listed on the National Register on May 6, 2021. The district is roughly bounded by Spruce, Park, Shaffer and Bownson avenues and Franklin Street, and its period of significance runs from the late 18th century into the early 20th. Commerce grew after the National Road reached Washington in 1818, and a second building surge around 1900 followed the growth of coal, oil and gas.

That history left storefront blocks with additions from several eras, shared walls and upper floors that have sat empty or been converted. When an owner plans upper-floor apartments or a facade repair, a measured set of plans and elevations is usually the first thing the architect asks for.

The Courthouse and Courthouse Square

The Washington County Courthouse at 1 South Main Street was completed in 1900 to a design by Frederick J. Osterling. It is built of sandstone, granite, iron, steel and brick, and its stained glass ceiling measures 40 feet across. The dome had interior rehabilitation in 2013 and waterproofing and exterior repairs in 2019. In February 2026, the commissioners put leak repair and restoration out to bid and sought a $100,000 PHMC grant for an engineering assessment, because the sources of the leaks could not be found.

Problems like that are where scan data helps an engineering team. A point cloud of a dome's interior and exterior surfaces lets engineers check joint lines, flashing and drainage paths from the office, and repeat scans can show change over time. Our historic documentation guide explains how the data is packaged for preservation review.

At Courthouse Square, demolition of the six-story former county office building and garage began on March 2, 2026, with Adamo Demolition holding a $1.555 million bid plus a $1.44 million wall-shoring contract. The new three-story public safety building on that site, designed by AE Works with Gateway Engineers, broke ground the week of September 10, 2026, with $41.2 million in construction contracts and completion expected in late 2027. It will house 911 dispatch, the sheriff, and county and court offices, behind a facade designed to match the Crossroads Center across West Beau Street.

Wall shoring beside a demolition is the kind of work where adjacent conditions matter. Scanning neighboring facades and the excavation edge before and during work gives contractors a measured record for construction verification and for answering neighbors' concerns.

Catfish Creek and South Main Street

South Main Street has also been closed for reconstruction of the Catfish Creek culvert bridge by Golden Triangle Construction. Pennsylvania American Water began relocating its mains on September 8, 2025, and the project was expected to wrap up in fall 2026. Culverts and short-span bridges can be scanned before and after reconstruction to record clearances and alignment; see our bridges and infrastructure page.

Washington & Jefferson College and the President's Pathway

W&J's oldest building, McMillan Hall, dates to 1793, and the college calls it the eighth oldest academic building in the United States. It has been on the National Register since 1977. Campus buildings of that age pair original masonry with generations of mechanical and accessibility upgrades, so design for the next upgrade starts with measured existing conditions. Our schools and campuses page covers that work.

The college's next residence hall, a four-story, 51,500-square-foot building for about 220 students designed by Kimmel Architecture, is planned off East Chestnut Street in East Washington Borough rather than the city itself, with an opening set for fall 2027. Closer to downtown, the Washington Business District Authority received a $60,000 Main Street Matters grant and about $160,000 in reallocated LSA funds for the President's Pathway, a lighted walkway linking W&J to downtown.

Historic Houses and Landmarks in the City

The city has 11 National Register listings, among them the David Bradford House (listed 1973), the F. Julius LeMoyne House (1997), the Washington County Jail (1974), the Washington Armory (1991), the Pennsylvania Railroad Freight Station (1995) and the Washington Trust Company Building (2015). Each type brings a different documentation need. A house museum calls for detailed elevations and molding profiles, while a freight station or armory being studied for reuse needs a clear record of its long-span structure.

For buildings in the historic district or on the Register, a scan supplies the drawings a preservation consultant needs without touching original fabric. See historic preservation scanning for the deliverables.

Permits and Code Contacts in Washington, PA

The City of Washington adopts and enforces the Pennsylvania Uniform Construction Code under Chapter 130, Article VII of the city code, which also establishes a board of appeals. City Hall is at 55 West Maiden Street (724-223-4200).

  • Building permits: Municipal Consulting Services, the city's third-party agency (Harold Ivery Jr.), 724-263-0377
  • For zoning and planning, Harshman CE Group LLC, also a third-party agency, at 724-993-4505
  • Code questions go to the city Code Enforcement Officer, Alyssa Beachy, at 724-225-2785

Landlords should know the city also runs a rental registration program. Measured as-builts make permit drawings faster to prepare, but requirements change, so confirm with these offices before submitting; this is general guidance, not legal advice. Permits elsewhere in the county are covered on our Washington County page.

Accuracy and Pricing for City Projects

Only 44.6 percent of the city's housing is owner-occupied, so many projects here involve rental buildings and small commercial properties where the owner needs just enough detail for a permit or a lease. A scan of a carved stone cornice for a restoration needs a much tighter tolerance than that. We state the tolerance for each project using USIBD Level of Accuracy (LOA) bands and match the scanner and software to the building. Pricing follows the scope, and the as-built cost calculator gives a starting range. Public owners can also note that CAD Construct holds DBE certification through the Pennsylvania Unified Certification Program.

Washington, PA Scanning Questions

Who handles building permits and zoning in the City of Washington?

The city enforces the Uniform Construction Code under Chapter 130 of its code and uses Municipal Consulting Services as its third-party building permit agency (724-263-0377). Zoning and planning go through Harshman CE Group (724-993-4505), and the Code Enforcement Officer answers code questions at 724-225-2785. Confirm current requirements with the city before you submit drawings.

Can you scan a building in the Washington Commercial Historic District?

Yes. The district, listed on the National Register in 2021, takes in downtown blocks roughly between Spruce Avenue and Franklin Street. A scan records facades, storefronts, cornices and interiors without touching them, giving architects measured drawings for repair, reuse or preservation review. Let us know who will review the drawings so the deliverables match what that reviewer expects.

How far is Washington, PA from your office?

The courthouse area is about 33 miles from our Homestead office by way of I-376 and I-79. Downtown visits are planned around business hours and parking, so tell us if a storefront is occupied, if upper floors are locked, or if access depends on a tenant being present.

Can a scan help with work next to the Courthouse Square construction site?

Yes. A scan of neighboring facades, foundations and sidewalks before heavy work gives owners and contractors a dated record of conditions. Demolition of the former county office building began in March 2026 and the public safety building is expected to finish in late 2027, so adjacent owners have a long window in which questions about movement or damage could come up.

What does a scan provide for an older campus building like those at W&J?

Campus buildings such as McMillan Hall, built in 1793, combine original masonry with many later upgrades. A scan gives planners measured plans, sections and elevations along with the locations of exposed ducts and pipes, so accessibility or mechanical upgrades are designed against real conditions. A Revit model can be added when engineers need to coordinate systems.

How is pricing set for a downtown Washington project?

Price depends on building size, how many floors and rooms need capture, the accuracy band and the deliverables. A single storefront drawn for a permit set costs far less than a full Revit model of a multi-story block. Our online calculators give a starting range, and a free quote from our contact page sets the actual number.
