Butler County Building Stock at a Glance
Butler County covers about 795 square miles and is divided into 57 municipalities: 33 townships, 23 boroughs and one city. Connoquenessing Creek, Slippery Rock Creek, Little Connoquenessing Creek and Muddy Creek drain it, and Lake Arthur sits in the Moraine area. Of the county's 87,382 housing units, 15.5% were built in 1939 or earlier and 25.2% in 2000 or later, a spread that runs from undocumented early masonry to recent buildings whose drawings drifted after a few tenant changes.

What that range means for a scan
- In the older boroughs, usable drawings are often missing, so as-built documentation starts from a blank sheet.
- Post-2000 buildings usually have a drawing set, and the scan checks it against what was built.
Population rose 2.9% between April 2020 and July 2024, and the county is drafting a new comprehensive plan, targeted for 2028, that will address housing affordability and data center siting. Steel and Manufacturing Sites in Butler County
Manufacturing averaged 10,734 jobs in Butler County in 2025, or 12.0% of all employment, against 9.2% statewide, according to the PA Department of Labor & Industry. Mining, quarrying and oil and gas work is concentrated here too, with a location quotient of 2.56. Manufacturers on the first-quarter 2026 Top 50 employer list include AK Steel Corporation, Penn United Technologies, Kawneer Company, Oberg Industries and Coherent Corp.

Cleveland-Cliffs Butler Works
The former AK Steel plant in Butler Township is a 3.5 million square foot facility with an electric arc furnace and a 175-ton AOD unit that the company describes as the world's largest. It produces electrical steel, including TRAN-COR grain-oriented grades, and stainless steel. A $195 million hot mill upgrade presented to the Butler Township Planning Commission on Dec. 2, 2025 adds a hot mill expansion, three electrical substations and a concrete-faced retaining wall held by soil nails on a hillside. The commission tabled the plan over concerns about soil nails under Bessemer Avenue, and Cleveland-Cliffs is aiming for operation by July 2028.
Mill expansions of this type generally need a measured model of existing structure, crane runways and foundations before new steel is detailed, along with surface data for the slope behind any new wall. Harmony, Saxonburg and Zelienople Historic Properties
Outside the county seat, the National Register lists several properties that come up in renovation and preservation work. The Harmony Historic District has been a National Historic Landmark district since 1973. The Saxonburg Historic District was listed in 2003, and the John Roebling House in Saxonburg in 1976. Zelienople has the Passavant House (1977), and Jackson Township has the Harmony Mennonite Meetinghouse and Cemetery, listed in 2016.
For buildings like these, one scan usually does two jobs: drawings for the design team and an archival record of walls, openings and ornament before anything is altered. When a preservation grant or design review asks for measured elevations, the same point cloud also yields plans and sections, so an owner in Harmony or Saxonburg avoids paying for a second trip.


Data Center and Energy Projects in Forward Township
The Misty Hollow Energy and Data Campus proposed at 614 Prospect Road in Forward Township would put a 1 million square foot data center and an on-site power station on a 274-acre site. Its preliminary plan was under township review in September 2026, with final approvals targeted for early 2029.
Campuses of that size tend to use scanning at two points: recording existing site features and structures before design, and checking installed structure, raised floors and electrical rooms against the model as construction proceeds. Substations and utility tie-ins
Electrical work recurs in the county's industrial projects, and the Butler Works upgrade alone calls for three new substations. Scans of switchgear rooms and yards let engineers check clearances from the office, with fewer hours spent near energized equipment.
Route 228 and Karns Crossing Road Work
Two large road projects are reshaping travel through the county. The Gateway 228 widening has absorbed $184 million across four segments. Its fifth and final segment runs 3.2 miles from Franklin Road in Cranberry to Pittsburgh Street in Adams Township, is estimated at $122 million, and is planned for construction in early 2027. Reporting on the project calls it the most complicated section because of right-of-way acquisition costs and hilly terrain.
Farther north, the Karns Crossing bridge replacement carries Route 68 over Connoquenessing Creek and two rail lines in Butler and Summit townships. The nearly $65 million job replaces a 1937 structure rated poor, widens it from two lanes to four and raises it for double-stack rail clearance, with completion targeted for May 2028.
When corridor work reaches private property
Right-of-way acquisition, new grades and relocated driveways can call for a measured record of a facade, parking lot or retaining wall before crews arrive. Moraine State Park and Reclaimed Mine Land
Moraine State Park covers 16,725 acres in Brady, Clay, Franklin, Muddy Creek and Worth townships, at the I-79 and US 422 interchange. Lake Arthur, at 3,225 acres, was formed by damming Muddy Creek, and the park opened on May 23, 1970.
The land beneath it has an industrial history. The area was deep-mined and later strip-mined for coal, and oil and gas wells were drilled across it. Reclamation sealed the mines, capped more than 400 wells, and backfilled and regraded the stripped ground.
Scanning on reclaimed ground

Choosing Deliverables and Accuracy for County Projects
Two Butler Township listings on the National Register show how the right deliverable depends on the building: Preston Laboratories (listed 2012) and the Butler Veterans Administration Hospital Historic District at 325 New Castle Road (listed May 27, 2022). A multi-building campus district suits a Revit model that facilities staff can keep updated, while a single laboratory building may need only 2D plans, elevations and sections.
Accuracy is agreed in writing before fieldwork. We specify it with USIBD Level of Accuracy (LOA) bands, for both the measured data and the finished drawings or model, and select the scanner and software to match. A mill equipment layout, a borough storefront and a road-adjacent facade rarely need the same band, and the quote reflects that difference.

Permits and Plan Review in Butler County
Butler County does not administer the Pennsylvania Uniform Construction Code; each municipality does. The PA Department of Labor & Industry lists 54 of the 57 municipalities as opt-in. Cherry Valley, Fairview and West Sunbury boroughs are listed as opt-out, so in those three, confirm with the borough who reviews your project.
Many townships and boroughs contract an outside code agency. Professional Code Services, Inc., for example, lists Adams, Butler, Center, Muddy Creek and Oakland townships and Slippery Rock Borough as clients for commercial building and electrical inspection, and for residential inspection in most of them.
County planning review
Subdivision and land development plans go to the Butler County Planning Commission, staffed by Butler County Economic Development & Planning at 124 West Diamond Street (724-285-4731). In the southeast, Jefferson, Winfield, Clinton and Buffalo townships and Saxonburg began discussing a joint multi-municipal comprehensive plan in late 2024.

Who issues building permits for a project in Butler County?
Your township, borough or city does, not the county. The state lists 54 of Butler County's 57 municipalities as opt-in under the Pennsylvania UCC, and many hire an outside agency such as Professional Code Services for review and inspections. Cherry Valley, Fairview and West Sunbury are listed as opt-out.
Can you scan inside an operating steel mill or manufacturing plant?
Yes, with planning. Capture is scheduled around shutdowns, hot work and crane movements, and the crew completes the plant's safety orientation and PPE requirements. A mill with an electric arc furnace, like Butler Works, is typically scanned area by area, so engineers do most measuring later from the point cloud.
Is scanning useful on reclaimed mine land around Moraine State Park?
It can be. Much of the Moraine area was deep-mined, strip-mined and then regraded, and more than 400 oil and gas wells were capped there during reclamation. A baseline scan of a structure or slope, repeated at intervals, shows whether anything has moved and gives engineers measured data for repair decisions.
Do you document historic buildings in Harmony and Saxonburg?
Yes. Buildings in the Harmony Historic District, a National Historic Landmark district, and in the Saxonburg Historic District often have no usable drawings. A scan produces measured elevations, plans and sections plus an archival point cloud, which supports preservation planning and any design review the project goes through.
Can scan data help with property affected by the Route 228 or Karns Crossing projects?
Yes. When road work changes grades, access or right-of-way next to a property, a georeferenced scan records the building, lot and walls beforehand, in the same coordinate system the highway designers use. A second scan after construction documents any change.
How is accuracy specified for a Butler County scan?
